At the request of Assemblyman Cahill, a report was recently completed by Siemens Power Technologies International that studied the system impacts and costs of adding a third converter station to the Champlain Hudson Power Express Project.

|10/07/2013 -||Governor Cuomo Comments on the Champlain Hudson Power Express
Speaking at an event in New York City on Oct 7th, 2013 with the Canadian Council of Chief Executives, Governor Andrew Cuomo publicly expressed support for the CHPE project. The Governor said, "We have the Champlain Hudson power line that we are pursuing and I am very excited about that. That will bring power from Canada under Lake Champlain down the Hudson River to New York City. And it opens up all sorts of possibilities for New York City, obviously the advantages from Canada's side are clear."

Announces CHPE Completed Application
On October 2, 2013, the U.S. Army Corps of Engineers issued a public notice announcing that the Project's completed application for approval to locate the cables in navigable waters is ready for public review and comment. The public review process will involve public hearings that the Department of Energy and the Corps will participate in. Comments are due no later than November 15, 2013.

|05/15/2013 -||PSC Issues Notice Soliciting Comments on CHPE Project Trust
The New York State Public Service Commission has issued a Notice Soliciting Comments on the Hudson River and Lake Champlain Habitat Enhancement, Restoration, and Research/Habitat Improvement Project Trust ("Trust"). In recognition of the ecological significance of the watersheds of Lake Champlain, and the Hudson, Harlem and East Rivers, CHPE established the $117M Trust for the benefit of these water bodies. Any parties wishing to comment or are interested in additional information, please see the PSC notice.

|01/18/2013 -||Champlain Hudson Power Express Receives Water Quality Certificate
from the New York State Department of Public Service
The Champlain Hudson Power Express (CHPE) Project achieved another critical regulatory milestone yesterday with the issuance by the New York State Department of Public Service of the Project’s Water Quality Certificate (“WQC”). A WQC is a certification by a state agency under the federal Clean Water Act that construction and operation of a project will satisfy applicable water quality standards. Once issued, it allows federal agencies to complete their reviews of the project. In the case of the CHPE Project, the U.S. Department of Energy and the U.S. Army Corps of Engineers are expected to issue permits in 2013.
|12/27/2012 -||Public Service Commission Issues Recommended Decision on the Champlain Hudson Power Express
Administrative Law Judges Michelle L. Phillips and Kevin J. Casutto issued a recommended decision regarding the CHPE Article VII application. The decision clearly states that most of the terms and conditions of the Joint Proposal be adopted; a Certificate of Environmental Compatibility and Public Need be granted; and a Water Quality Certification be issued for the Project.
In response to today's decision, Donald Jessome, President and CEO of TDI said, "Overall we are very pleased with the Recommended Decision as it provides a strong foundation to move the project forward. The administrative law judges have done an exhaustive review of this project and we are looking forward to the next steps in the review process. The Champlain Hudson Power Express is an extremely positive project for the State of New York and we are pleased to see the permitting process moving forward."

Champlain Hudson Power Express, Inc. and CHPE Properties, Inc. is seeking a Trust Administrator for the Hudson River and Lake Champlain Habitat Enhancement, Restoration, and Research/Habitat Improvement Project Trust, a grant program that will fund projects that protect, restore, and improve aquatic habitats and fisheries resources in the Hudson River Estuary, the Harlem and East Rivers, Lake Champlain, and their tributaries.
